tphkmgr.exe is a system utilities task installed onto IBM Thinkpad
laptops. It allows the configuration of the FN keys your IBM Thinkpad
laptop.

However, my firewall suggests that it tries to broadcast to the
Internet:

 I believe that this has been discussed in this forum in the past.
Strangely, the IP address is one of a small group controlled directly by
IANA, and is used for "protocol control traffic that is not forwarded
off link".
